TEAMS: The league will consist of ten (10) teams playing in two (2) divisions of five (5). Teams will have 14 weeks of regular season play, followed by a three (3) week post-season. Each team will supply a roster to the commissioner and compare those players to the actual NFL players each week.
ROSTERS: Each team will consist of fourteen (14) players and two (2) defense/special teams units. You may have any combination of players on your roster, but your weekly starting lineup must meet the PFL format. You must always hold two (2) Def/ST units on your roster. A player may not be substituted for a Def/ST unit. Rosters will be frozen at the end of the regular season. No transactions may be made during the playoffs.
OWNERS FEE: All franchise fees will be due at the owners meeting. All franchise fees will go into the prize fund, minus any expenses (trophies, post-season party, etc.). The franchise fee includes an automatic payroll account deposit of ten (10) credits*.
OWNERS MEETING: The owners meeting is important for many reasons. This is the only time during the season that owners may propose new league rules and scoring rules. We will put all proposals on the table for a vote. If you want your vote to be counted, you must be present*. This is also the time you draw for your draft order. ALL FRANCHISE FEES WILL BE DUE AT THE OWNERS MEETING.
PAYROLL ACCOUNT: All owners possess a payroll account which will be used during the season for transactions. All transaction fees will go directly into the prize fund. All transaction fees will come directly from your personal payroll account. Once your payroll account reaches a zero (0) balance, NO transactions may be made until a deposit has been received by the commissioner. NO EXCEPTIONS. Any unused money left in an owners payroll account at the end of a season will roll over to the next season.
THE DRAFT: The player draft will consist of fourteen (14) rounds. We will use the Snake Format (1-10 then 10-1) with a time limit between picks. Owners will be given three (3) minutes between picks in rounds 1-5*. All remaining rounds will allow for five (5) minutes between picks*. Immediately following the player draft we will have the defense/special teams draft. The Def/ST draft will consist of two (2) rounds with two (2) minutes between picks. The draft order for the Def/ST draft will be in the reverse order of the player draft.
STARTING LINEUPS: Once the draft is complete all owners will have fourteen (14) players to work with. Each week owners are responsible for sending in there starting lineups to the commissioner. This may be done by e-mail, fax, phone or in person. Starting lineups must be in the commissioners possession by 8:00 pm SHARP on the Saturday preceding that weeks games. If there is a Thursday or Saturday game, lineups (for only those players) will be due by 8:00 pm on the preceding day. The remaining players in your lineup must be in by 8:00 pm that Saturday. If the commissioner does not receive your roster prior to the deadline, your roster from the previous week will be used (even if some players have a bye that week). So don't forget. Starting Lineups will consist of seven (7) of your fourteen (14) players and one (1) of your two (2) Defense/Special Teams units. You will have two (2) options when choosing your players. Option #1: 1-Quarterback, 2-Running Backs, 3-Wide Receivers and 1-Kicker. Option #2: 1-Quarterback, 1-Running Back, 4-Wide Receivers and 1-Kicker. In the PFL, all Tight Ends are considered Receivers. Each owner will also choose one (1) Bench player whose stats will be used only in the event of a tie. A Bench player can be anyone on your roster (usually a QB) that is not in your starting lineup. In the event the Bench players tie, each teams Kicker will determine the outcome.
WAIVERS & FREE AGENCY: All players that are not drafted will form the player pool. All players in the pool are considered free agents. The acquisition of free agents will be on a first come-first served basis, except when a player is just released. In the interest of fairness, all players that have just been released will not become available until the following Tuesday (3 days minimum)*. In the PFL, a player is considered to be "clearing waivers" during this time and his name will be posted on the home page. This gives everybody ample time to review the free agents and discourages player swapping. While a free agent is clearing waivers, owners may make a request to the commissioner for rights to that player as soon as he clears. If more than one owner requests the same player prior to clearing wavers, the owner who is highest in the waiver order will acquire that player.
WAIVER ORDER: A teams waiver order at the beginning of the season is determined by there draft position. The team with the first round draft pick will begin the season at #10 on the waiver order, while the team picking last will be first on the waiver order. The waiver order is designed to give everybody the same chance at acquiring new free agents. If two (2) or more owners request a player while he is clearing waivers, the owner higher on the waiver order will acquire that player. Thus, sending that owner to the bottom of the list and advancing everybody else up in the order.
TRADES: All owners have the option to work a trade with another owner. An owner may trade a single player or multiple players. Once two owners decide on a trade they must inform the commissioner before the players can change rosters. Players may be traded between any owners at any time, with one exception. If you trade a player away, you may not trade back for that player for a minimum of three (3) weeks, starting from the first Tuesday following the trade*. Trading deadline is 12:01 am on Thanksgiving Day. No trades will be allowed after this time.
INJURED RESERVE (IR): An owner may put up to two (2) players on the teams injured reserve (IR) list, thus opening up a roster spot for a free agent. A player can only be placed on IR when the NFL player is listed as "Out" on the official injury report (using the injury report from "NFL.com"*). Once a player is placed on the IR he may remain there until the owner chooses to activate him. Even if the player is no longer listed as "Out" in the NFL.
PLAYOFFS: The playoffs will begin on the 15th week of the NFL season. There will be no trades or transactions allowed during the playoffs. Only six (6) teams will qualify for a chance at the 1st place prize money. Each division winner will earn an automatic playoff spot along with a first round bye. The remaining four (4) Wildcard spots will be determined by overall record. In the event of a tie, refer to the "Tie-Breakers" section in the rules. The four (4) Wildcard teams will play each other in the "Wildcard Round". The two (2) winners will then play the division winners in the "Division Championships". The two (2) winners here will then play each other for the "League Championship". The remaining four (4) teams will compete in a consolation bracket, that will allow all owners to play a full seventeen (17) weeks. Each of the four (4) teams will play each other once. The team with the best record at the end wins. Ties going to the head-to-head winner. The winner in the consolation bracket will win back 20% of there owners fee*
TIE-BREAKERS: The following order will be used to break all ties: 1) Head to Head 2) Head to Head Points 3) Division Record (if within same division) 4) Total Points.
